MODERN SITUATION OF LABOR MIGRATION IN KYRGYZSTAN.

 

Throughout the human history, migration has been a courageous expression of the individual's will to overcome the hardship and achieve a better life. Today, as a result of globalization and advances in communications and transportation, the number of people willing and able to move to other places has greatly increased.

 The recent years the Kyrgyz Republic, as we all know, has also become an active participant of  the international migration processes and by scopes it is more pertinent to the States of the exodus. Currently, according to our estimates, outside the Kyrgyz Republic, more than half a million of Kyrgyz citizens perform their temporary labor activities.

 There is every a reason to believe that the external labor migration has affected almost every second family in Kyrgyzstan.

   Modern labor migration of Kyrgyzstan's population is peformed largely in a spontaneous, informal and illegal way. It looks like uncontrolled, veiled phenomenon. Currently the whole network structures of cooperation in export and import of labour force have been formed.  There, in recent decades, the unconventional sector of economic activity has been developing, comparable in revenue with 1/3 of GDP, but that is outside of the government's sphere and that is  partially available to monitoring.

Summary

 

      About De-institutionalism, as well as, application of this model in Azerbaijan, methods of its improvement were noted in detailed form in the article.

De- institutionalism projects in every country may be solved by the justification of measures having program character and their composition.  This process reflects in itself the evaluation of existing situation, organization of program type model and development mechanisms.

         The model of transformation of existing situation happened on the basis of qualitatively new view and  hypothesis formed on social ideas within USSR for a long time. Transformation model, its contour, aim and main sources and directions  of resource provision are grounded in order to renew these stereotypes and adjust it in accordance with new development tendencies. We recommend two main directions for radical change of existing situation of transformation model:

 

  1. Functional model composed in reference with the division of important measures and duties by purposed-program and estimated for a long period.
  2. Resource model that provide flexible change between expenditure and final result by taking into consideration resource provision and structural changes.

SOME ASPECTS OF THE CURRENT ANTI-CRISIS MANAGEMENT IN RUSSIA

“Some aspects of the current anti-crisis management

in Russia”

 

     As you know, the economic development of the region in market conditions occurs, according to the laws, described in the works of well-known economists N.D. Kondratev, Simon Kuznets, Clement Zhuglyar, Joseph Kitchin and many others.

    Kitchin cycles are short-term economic cycles with a typical period of 3-5 years, discovered in the 1920s by the English economist Joseph Kitchin. Under the Kitchin cycle a violation and restoration of market equilibrium of demand and supply of goods on the market occurs, which corresponds to a certain level and the ratio of market prices. The balance of the first order N.D. Kondratev called the balance in the market, achieved in Kitchin cycle. The current recession of Kitchin cycle manifested in a sharp drop in global demand for most commodities, resulting in its lower point in 2009 the volume of world trade, according to the WTO, fell by 12%.

    Zhuglyar cycles are medium-term economic cycles with a typical period of 7-11 years. They are named after French economist Clement Zhuglyar, one of the first, who described these cycles. In contrast to the Kitchin cycles, within Zhuglyar cycles we observe oscillations not only in the amount of goods and inventories in warehouses sellers and manufacturers, but also in the level of load on existing capacities in the growth of unemployment, as well as in reduction of the volume of investment in the renewal active part of the basic capital. Zhuglyar cycles were analyzed in detail in “Capital” by K. Marks, and N. Kondratev called the balance, achieved in these cycles, the equilibrium of the second order. The entry into recession of Zhuglyar cycle was marked by significant decrease in 2008-2009 of capacity of utilization powers, sharp rise in unemployment and significant reduction in the speed of renewal of the basic capital.

 Article examines common principles of project management in terms of collision of interests of the different participants, intersection of their goals and tasks.

 

Key words: project, project management, participant, project implementation timeframe.

 

 The process of project management begins from the moment its participants’ goals and tasks are determined and ends with either their implementation or failure.

Strategically a project is managed based on the interests of all participants, and tactically – by using various economic, financial, investment and other instruments. If strategy is ignored for the sake of tactics or vice versa, a crash of the project is imminent at whatever stage, and it could also lead to a clash of interests of the parties involved.

Economic activity as activity on project management can be seen as a complex of projects being implemented by different subjects of the economy. We are talking about projects of any scale and with any number of participants – on the micro, as well as on the macro economical level. For example, the government will in the same way be, and will be accounted as, a third-party participant of a particular project in certain cases, and as the owner of a particular other project in other cases.

Ethnic, religious and cultural identity of the people exist almost all nations, but it is more conspicuous in Asian region at present.  Although there could be numerous explanations the most reasonable and acceptable cause is the rule of British imperialist mainly cented around the doctrine of divide and rule.  Since the conclusion of World War II independent and democratic states arose in most parts of the world along with the respective constitutions, some are homogeneous and some are being presented by the previous rulers. Since the power factor had been either entrusted or grabbed by the majority of the country, the governing principles and the regulations had been enacted or documented to fulfill the aspirations of the majority, nevertheless disregarded the needs of the minorities in terms of ethnicity, religion and the culture.  Basically the rule of majoritaria evolved which turned into a political majority thereafter with the introduction of universal franchise.  Thus, the majoritian rule does not cater the identity of the minorities, the majority continued the governance with the political majority.

This research seeks to analyse the risk of credit card and possible frauds and actions against them in the Sri Lankan context in order to create a better awareness of it among exchange parties and stakeholders. This research basically focussed on global usage of credit card as the alternative to the standard 'money' and also risks, frauds and actions.  The widely recognised role of credit card, technological aspects and credit card frauds are mostly relevant in the context of Sri Lanka. Finding of this research will facilitate the development of better risk awareness programs and  formulating more appropriate  legal and security  polices and framework for usage of credit card.
